Does Google Adwords for web design startup really work

I have a new startup web design company. I have tried advertising with Google Adwords for about a month. But have not been able to get any customers from it. I have limited the monthly budget on Google Adwords to $150/month for now. Any ideas on how to best use paid internet advertising for a web design startup? Am willing to spend around $100/- in advertising per customer. But it is not working so far. Any ideas will be appreciated.
