If they don't enforce it a lot better than they do now, it's useless. On the bus coming from Seattle in the afternoon at the Renton-Issaquah Exit (900) literally every other driver is on their phone talking or texting while at the light waiting to turn. You can easily see them from the bus up above.
I'd also love to see higher penalties. The number of people holding their phones up like it's a walkie talkie, while gesturing with their other hand, while driving is appalling. My bus stop is right by a traffic light, and every other driver is a half block slow taking off because they're on their phone (apparently they think they look up often, but not quite in tune with reality). In the past two weeks alone, I've seen a couple of pedestrians - crossing in a crosswalk, with the walk sign - almost get mowed down by drivers on their phones blowing through red lights.
