Perseus claims to be 2-3x better than existing codecs, for example HD at 500Kb/s. It is not block based, highly parallel, and multi-scale.
Looks like we have next superior resampling method for images named - waifu2x (Single-Image Super-Resolution for anime/fan-art using Deep Convolutional Neural Networks),
which was inspired by SRCNN (Super-Resolution Convolutional Neural Network).
