Hello,

Do you hace any experience buying apartment building in Colombia while living in USA?

We are planning to buy an apartment for my mother but we are not sure how to transfer the money for her from our account to the banks, or to her account. 

Is there any taxation involved?

I don't think it will need tax. It will depend on the value of dollars because you currencies are different and the values are different too. Have you heard of CBD oil from PureKana? The reviews are awesome.
